I'll put a disclaimer here, I've never been in favour of foreign aid. It creates all the wrong incentives for corrupt and kleptocratic leaders who often rule over a poverty stricken population. However, it also became clear in this book that the incentives on the other side ie the giver are also skewed.
So the author of this book was somewhat singing to the choir. One never needs much persuasion when it comes to agreeing with biases that you already have. That being said this book really did confirm to me that the giving of aid, from rich to poor countries though some of these "poor" countries had the own space programs is really an industrial complex that creates perverse incentives on both sides.
The benefactor of aid seems to be driven more by the giving and not the end result and the beneficiary's are happy to take the loot instead of implementing real reforms. Reading this I really did get the impression that the foreign aid sector is a hangover from the time of Empire and that the giving of aid has more than a touch of neo-colonialism about it.
